Samplecell access thru OMS

I'm trying to discover how to send commands to Samplecell from routines written in Basic. I understand what hex strings are expected by SC for note on, note off, velocity, etc but I have no concept of how to address the hex string thru OMS to SC. I'm assuming it is will be with the Mac toolbox calls, but I'm very much a novice at operating below the level of a program and would appreciate some sources to learn about this. Thanks
