Default Monitor Noise w/ Fast Track

I just switched computers for my new studio. After setting everything up I noticed white noise coming from my monitors. It seemed to be affected by the performance of the computer. I'm using a 32' TV as my monitor and the JBL monitors are powered through an Alesis power conditioner so I can turn them on and off without killing power to the PC. Any one know how to fix the problem?
