They are some old PCIe spec, 1 or 2, I can't remember, but PCIe is intended to be forward compatible so should work in principle. Apple even included the HDX card in their example cards shown at the announcement. But what will actually work, actually pass Digitest, actually do in situ firmware updates, actually work in max configs, actually be installable across double wide slots, etc. you need to either wait for Avid to officially support that or other users to test it carefully.

HDX is PCIE 1.1.

There is a GS post that quotes an email from Sonnet which says:

‘ The HDX card is PCIe 1.1 x4, links at PCIe 1,1 and does not come close to using the bandwidth of Thunderbolt 3, which is PCIe 3 x4.’

In the manual of the Sonnet Echo III there is written that if you want to seat an HDX card you should turn an internal switch to Gen2 otherwise the HDX will not work. But I've seen tons of pics of the mac pro 7.1 (2019) with HDX cards inside. And the mac pro 7.1 was PCIe gen3.
Really confusing...

No it is not. The PCIe 2 need is in Thunderbolt chassis only, thanks to bugs in the card design. What is supported is well documented. Stop worrying about PCIe specs if it seems confusing and just follow the directions for what is supported.
