Default No Elastic Audio on Template tracks?

Found the Start-Up Template for "Vocal" to be very helpful as it automatically sets up sends for Reverb, Delay, Chorus. However, the little green metronome that lets me use Elastic Audio shows up (in the Edit window) on the Master Track only. How do I get it to show/initiate on the regular Audio tracks?
