Default Mute automation disabled?

I imported two sessions together recently for a mix (dialog in one, BGs and FXs in the other) and although I've got mute automation suspended, whenever I mute a BG or FX track they turn back on. I'll either mute a track while paused and it'll turn on when I hit play, or I'll hit it during playback and it'll turn back on if it hits a mute automation point.

The dialog tracks are all fine though, hitting the mute button is completely independent of any automation.

Any suggestions?
