Default CSI foley/fx phasing?....

Im currently watching CSI via CBS Action. Audio through my 5.1 decoder system which locks to whatever signal it finds. It appears to be Lo Ro. The foley/fx/ music sounds out of phase. Anyone know why this may be?

Other shows aren't like this....

Broadcast wrong or encoded wrong. Could be the station

I hear stuff like this all the time. It appears to be from shows that start out stereo, go through an upmixer, then downmixed back to stereo. I for one would rather hear a show in stereo as it was mixed rather than an automatic upmix, not to mention a problematic downmix.

In my area it seems to differ between the SD broadcast and HD of the same network.

Sometimes it almost sounds like the audio data streem is out of sync anf is being affected by an un-clocked input
