Subscription to perpetual license with existing iLok / serial?

I bought an Eleven Rack with a 1 year subscription to pro tools. The subscription expired.

Now I want to buy a perpetual license. Can I pay for the license online using Avid website, transfer the new license onto my existing iLok and keep using my existing pro tools install? If so, how do I do this? I'm asking because when I go to the purchase page on Avid website, the only option I can find for perpetual license is to pay $599, and wait for a new box / iLok to be shipped out.

Also, am I right that the $299 upgrade/re-instatement plan does not include a perpetual license?
