Default PT or 3rd party to detect track's signal and rec enable it?

Hi there!
Can PT or 3rd party detect if a track has or does not have any signal coming? And then if there's signal coming then rec enable it or if there's no signal coming, then rec disable it.
It may be 2 steps and handled by 2 softwares?

Not in Pro Tools, you are the responsible engineer that needs to hit record ...

AudioHijack Pro Application Standalone does this ..

what is your purpose for wanting this ????
