Recall Preset plugins do not restore presets

I am using combinations of Recall Track Preset and Recall Sends to set up tracks to reflect plugin work I have done on other tracks. Which mostly works great. But I notice that some plugins do not restore their preset state correctly.
For example
-- session A: set up a plugin, save results to a named plugin preset (Plugin M, Preset P)
-- session B: use Recall Track Preset or Recall Sends to recall Plugin M. But sometimes the plugin is recalled with a different (often factory default) Preset - not Preset P.
This does not happen with all plugins. It does not happen with stock plugins (at least not as far as I have noticed). And only happens with some third party plugins.
I suspect that the obvious answer is that this is a third party plugin developer 'bug'. But it would be lovely if third party plugin developers implemented the whole thing!

It would be helpful if you posted which plugins are doing this. Some plugins use their own preset management system and this might be an issue here. Are you on Windows or Mac? Which operating system version?

[I am on Windows 10, PT 2020.3.1]
It does seem to be plugin manufacturer dependent. For example
-- SSL plugins (NativeStrip and DrumStrip) recall the correct Preset in their Preset management, but do not recall the Pro Tools preset.
-- UAD Korg 3000 does not recall the Pro Tools preset.
I assume that this is the third party plugin manufacturers being not quite up to speed on a new Pro Tools feature?
