Default Output distorting once I plug in M-Audio Track Plus

When I listen to audio through my headphone jack on my laptop everything sounds normal. Once I plug in my USB connected M-Audio M-Track Plus everything is amplified and distorted. I've tried lowering the output level through the Windows sound settings, but everything still has a crackling distortion.
