Default Importing stereo files becomes two mono tracks?

I’m noticing that files I was given for mixing that are interleaved stereo files are showing up as dual mono instead of a stereo track. Does anyone know why this could be happening?

I came across other posts speaking about files exported from Cubase having the same issue, and these files are in fact exported from Cubase. Could this be the problem, or is it some other glitch?

A wild guess is that your session was not created as an Interleaved session. Sonically, there is no real difference between a stereo interleaved file and 2 mono files. You have options on how to deal with this:
1-drag the 2 mono files onto a stereo audio track
2-make a group of the 2 mono tracks and treat them as a stereo "set"(which I would do)
3-bus the 2 mono tracks to a stereo AUX track

When you open the Session Setup Window (cmd+2), is the Interleaved checkbox enabled? If not, can you enable it and import the audio file again?
