Expired PT HD support plan reinstated into a PT Studio support plan?
Can I turn an expired PT HD (ultimate) support plan into a PT Studio support plan by purchasing the PT Studio reinstatement?

They've never allowed this before so I'll say no.
You can't downgrade a license.

PT HD Ultimate Perpetual group now includes both Ultimate and perpetual Studio (Here at least).
Seems a bit odd unless they’re giving this option OP asked upon. ?
