Can’t speak for TB4, but I’ve been running TB3 for years on my PC, with a Startech TB 3 to 2 adapter feeding my Apollo 8, without a hiccup, and I doubt if you’ll see much performance difference between 3 & 4. Wondering how this translates with your headline, though….are you thinking of going MAC solely because of TB 4? What interface are you using? (About to make the switch myself to a MAC Studio, but for many reasons other than Thunderbolt 3 vs 4.)

I'm using Apollo x8p. Been using pro tools 2019.6 since it came out with no issues whatsoever. But now, often when I load a session I have to change the playback cach size, Drives me crazy. Anyway, I'm using a 4core gaming laptop with 32 gig of ram and it is getting really slow. So yeah the thunderbolt according to Sweetwater(I was looking at there cs400 recording computer they offer) they say the thunderbolt4 is having issues with the pc format. there's a post on a gearspace forum thread that gives you the guys build and he has had no issues with his thunderbolt 4 on his pc build.

Is TB4 really an upgrade from TB3 for audio? It might be for video if you're working with dual 4K displays or something. But for Pro Tools? Hard to see how.
