Can't turn off Mac Function keys/turn on PTLE Shortcut keys

So I've isolated the problem down to what I believe is a bluetooth or wireless keyboard issue. I swapped out my Apple Bluetooth wireless keyboard for a regular Apple USB keyboard, and lo and behold, the f1-f4 keys work as expected in Pro Tools. Then, I turned on my wireless keyboard to see if functionality was restored to the f1-f4 keys on the wireless keyboard, but alas, no dice. Interestingly enough, the USB keyboard could still switch between the edit modes using those keys if both keyboards were online.
At least I've found the source of the problem, now as for fixing it...

im having the same problem with the f7 f8 keys for selecting grabber and locater/curser. they stopped working when I upgraded from pt 8 to 8.1. I dont even see anything assigned to f7 in the keyboard shortcuts system preferences. the slip/shuffle ones work and even the trimmer responds to its f key but not the last 2 tools. I've trashed all the prefs and all that. I'm really annoyed
