Default static noise / latency problems

I, like so many others, want to complain about the Static noise that suddenly appears when recording or playback with ProTools SE. I bought the M-audio Mobile Pre card and ProTools Se (together with other M-audio equipment- speakers, mics, headphones), and I have not managed to do any recording yet, after spending many hours trying to figure out this problem ... I am really disappointed with protools.

I believe that the problem has something to do with the latency. Whenever you run Pro Tools SE, the latency in Mobile-Pre is reset by itself back to 128 (whatever is set before) and cannot be changed back.

I somehow managed to keep the latency to 512 a week ago, and the static noise problem was gone. However, this is not possible anymore as the latency always goes back to 128 whatever I do, and static noise appears sooner or later. This makes all my equipment Useless.

I would really appreciate it if anyone from AVID gave me a professional reply, or if anyone came with a solution to the problem.

BTW my laptop is
Lenovo Ideapad, i7, RAM 4 GM, 64-bit operating system, SP1

Hello,
In Pro Tools SE go to File/ Preferences/ Audio and set it to Mixing or Producing for a buffer size of 512. If you choose Recording or Performing it will set the buffer to 128.
