I think this is a winning idea. A 'Track Lock' button. Could be a simple padlock icon up top.

Hum I wonder if it depends on the vertical size of the screen one is using ?

Now most of time I leave it closed. because a simple double click on the color band at the bottom of the track (mix) or left (edit) opens it

But when I do have it open I just place it in the open space on the right of tool bar and as you can see I can see the markers, tempo, samples and Bars & beats lanes just fine (note I have 27 inch screen)

+1 for matching the color palette height to the toolbar space like it used to be

The image says "no longer available" for me. But I wouldn't think so. I have a 4K screen on my Windows system at home, and the Edit Window toolbar is shorter than the new Color Palette by the same amount on it as it is on the widescreen I use with my MacBook at work. The toolbar and Color Palette used to be the same height before they added the UI Customizations drop down to it.

Simple solution: shrink the edit screen a little bit, move it lower on the screen and voila - you can now position the palette such that it will clear the bars/beats lines.
