Firing A Key Command Brings Up EuControl Settings

If I try to fire a key command that I've programmed in EuControl Settings (or, at least, one that I think I've programmed) and, instead of doing what I hoped it would do, EuControl Settings opens up (i.e. the app opens), does that mean that something is wrong?

Is this a type of de-bugger error window that opens trying to prompt me to fix what I messed up?

You have either the Dock or S3 in Eye mode...look for the eye graphic, on the Dock its between the OK and Cancel.
