It's interesting that this issue exists on a Windows PC as well. I had no problems with DNxHD videos in all PT 2018 versions. Just after I updated to Pro Tools 2019.6 on Mac (Mojave) the "Video Engine Error" returned into my life. Doesn't matter which codec I use for the video.
Pro Tools 10 to 12 had been awful because of the constant "Video Engine Errors" but it worked most of the time.
And now it's impossible to work properly with Video in Pro Tools 2019.6.
Pro Tools is only good for making music and sound without video now. For all my film and commercial projects I can use Pro Tools only as AAF import tool. In order to work as fast as I need I have to use Reaper... Hope AVID is going to fix their issues soon.

For the record, it’s no better with the “new video engine” on 2020.3, Win 10. I get a thumbnail strip on the edit timeline, but a blank white (sometimes black) box for a video window. Wanna hear something really dumb? I can import video into a 5-year old Adobe Audition CS6 install without a hiccup.
