Default Frame rate audio clip converter

Is there is a plugin IN PT that converts audio clips from:
25 to 24
25 to 23.98
25 to 23.976
?
Or is there an app that does it? (I prefer a plugin)

Open a new blank session. Choose "Import session data" under the file menu.
Select tracks toy want to convert. In Sample Rate Conversion Option check the "Apply SRC" box. In sourse sample rate, from pop up menu, choose an option which is right for your need e.g 48 KHz then PAL to FILM.
A newer converted audio will be in a different pitch. You may want to use Time Shift AS plugin to change the pitch.
However there is a better way to process (or not) different stems such as music, dialogs, atmos with different algorythms or even plugins.

Thats the problem. The AAF file contains correct audio and incorrect audio. Some of the audio clips are at their correct fps (24) and others are set to 25. I want to convert the audio clips that are playing at 25 fps to 24 without affecting the other audio clips (that are 24 fps).

That's odd. I would ask the picture editor why it happened.
But anyways. Collect all the clips 25 fps on one track and all 24 fps on other track(s).
Save session as a new one and reimport as Import session command from the older session tracks which you want to convert.
