Never has. It's very common for most manufacturers to have their own proprietary plugin format. But you can use Patchwork and host VSTs all you want.

If this is so, how is UAD running VST and AU on DSP hardware?

Not the same thing.. It's still native with huge latency.. When using UAD plugins you run them on DSP yes but with huge latency in the DAW..running AXX on a ProTools HD system is close to zero latency.. Totally different platform than AU and VST..AU, VST and Native AXX depends on low buffer size to have low latency.. Not so in a HD system..

UAD doesn't run VST and AU plugins on hardware. Those things are UAD proprietary code on SHARC chips. The UAD card interfaces to the daws through their AAX/VST/AU "plugin interface". ie: Remember when we had to wait for the software update for UAD-2 to be used with AAX-64 and PT 11. When Brainworx/Softube do third party UAD plugins those are re-coded from the ground up to the UAD format for those SHARC chips.

UAD AAX/VST/AU plugins are just shells. Look in your plugins folder, notice how they are all the same size?

it's nothing technical at all. It's more business choice. It's just the company wants to promote it's own format vs competitors. For Avid, it's AAX. No way they will use Steinberg's VST tech at all. Unless of course you use a wrapper like bluecat patchwork.

Why should Avid support Steinberg's plugin format? And if they should, why shouldn't they also support Apple's plugin format (AU) and god forbid Microsoft's (DX)...

PT is currently AAX64 only. everything else is a workaround without support
