Default "Pre-fading" snare sound

How do you get that snare sound that kind of fades a bit into the "snare hit". It's kind of hard to explain. But it's like when someone uses a whip, and you can kind of like hear the whip through the air before the impact.

I hope you understand what I mean, and I'm sorry if this is described elsewhere, but I don't know the correct term for it. I've searched for things like "snare pre delay" And "pre fade", but can't seem to find anything.
