Default DigiRack mod delay plug-in management

I have a PT III PCI system(4.3.1) with an additional DSP Farm running on a G3 266 Mac.
When the designated mod delay chip is 51% full, it will not allow for a short delay. -
It will only allow a med and slap. (Which ever chip is designated does not seem to matter). When it's 68% full it won't allow for any additional delays at all. Hence, when the chips are all designated (usual scenario), I'm not allowed to use much more than half of the designated mod delay chip.
-In other words, nearly half of the mod delay chip's remainder is not usable for even a single delay (17%). I should be able to put several more delays on that chip!
Is this a known bug? What can I do?
