I am basically looking to achieve that sound that is used primarily in Hip-Hop (a la Wu-Tang, Kanye West, and others) where the recorded voice is on beat, but is like that Chipmunk/high-pitched/several octaves high sound.
How do I achieve this? Is it just as simple as using Waves Sound Shifter? Or is it an actual technique or something else? Thanks.

There are tons of ways of pitching up your vocals...one easy way is to record at half speed (check your reference guide).

Kanye's sound is just based on sampling rare grooves and pitching them up in his mpc 2000xl to achieve the high pitched sampled vocal sound.

Just for kicks, try down-pitching a female vocal. It'll make the girl sound very "queeny", if you get my drift!
Not quite "Kanye", but fun for the whole family!
