hdx card in PCI-Express x8 card slot

I have an old PC that only has 3 PCI-Express x8 card slot. Will the hdx card work normally or does it only work in a PCI-Express x4 card slot?

While I can't offer the definitive answer, I can tell you that I have used my HDN card and a graphics card(both with the short contact section) in full length slots without issue

PCIe x4 is what HDX cards needs. That "x" is lanes.
If you have 3 PCIe x8 lanes, then the HDX card will only use 4 lanes. It is actually over qualified.

You might be confusing PCIe spec. They definitely don't need PCIe 4.0 spec (which is a recent spec). The most common Mac Pro when the HDX card came out had PCIe 2.0 spec and that is what most were installed in. So if you are saying you have PCIe 3.0 spec, then once again, you are more than able to run the HDX cards
