Computer/ProTools LE wont recognize 003 rack

I installed ProTools 7.3 on to my computer, but when I open it it brings up a message that says,

"Unable to locate Digidesign Hardware. Make sure your hardware is connected and turned on. Click "OK" when the hardware is ready."

My 003 rack is connected and I'm not sure what to do. I've tried every single solution that I've come across but nothing has worked. Does anyone know why pro tools (LE 7.3) wont recognize my 003 rack?

Did you at any point hot-swap the firewire cable? It's been known to fry internal components.

I'm not sure what mean by "hot-swap".

I'm sure both cables work because I tested them with a fire-wire drive, and because the "link" light comes on.

The "HOST 1394" light does not come on though.

Hot swapping is unplugging or plugging in the cable with the power switched on. ALL firewire devices should be turned off before swapping a cable. That means the PC AND the 003.

You might say the the firewire specs allow for the hot swapping of devices and you would be right however the Avid/Digi firewire devices have been shown to blowup ports with method.
