Missing 1 qualifying license(s) for upgrade to Annual Upgrade Plan for Pro Tools 12

Im trying to upgrade my Pro Tools 9+10 bundle to the new 12. But I get this error.

Missing 1 qualifying license(s) for upgrade to Annual Upgrade Plan for Pro Tools (Reinstatement) (9513-30249-00)

I do have an iLok 2.
