Default do i need the digi sound control panel?

I see a lot of old messages about his, but running 9.2.2 are there still problems with it? I'm not clear on pros and cons of loading this control panel. Can someone explain what it does and whether i need it?

Works with any flavor of OS 9, including 9.2.2. Here's some information on what it does:
