Still remains the question of why it was so bad on ARM compared to Intel with the same OS.

AFP is "abandon-code" I guess. Maybe Apple ported it to ARM MacOS "as is" but didn't really optimise it for ARM, who knows. In any case Apple is NOT improving or maintaining AFP anymore and hasn't for years. Just pretend it doesn't exist. It's legacy. Even the built in file sharing inside OSX isn't AFP anymore.

You can still connect to an AFP server but running AFP for file sharing on OSX has been phased out since Maveric I think.
