Default Shuffle mode to move all tracks

I've always been editing a fixed timeline, but now for the first time am creating something from scratch in Pro Tools, so no fixed timeline.

In shuffle mode, only the edited track is shuffled. In order to shuffle ALL tracks, you have to select ALL tracks. That is incredibly tedious, prone to errors and makes no sense. Especially when I want to add something new in between existing content.

Is there really no option to always change the timeline position of all tracks when editing only one track? Just like in video editing software (Premiere, Resolve)?
