Default New laptop, issues launching protools - now issues with Ilok after re-install

In my Ilok account I have a license for protools 10/11/12. I've downloaded version 12.8.3. When try to start the software it does not recognize my iLok and only gives me the option to quit. In my Ilok license manager I can see that the Ilok is connected and has the license.
