Default automatically copy files on import not working

I usually use the preference "copy file on import" so when I drag sounds from my library drive or elsewhere, they are
copied into the audio folder of the session I'm working on. For some reason, the preference is no longer working.
The files are imported to the session, but still residing on the original drive.
I recently switched to a G5 Dual 2gig. I can get them in by importing audio, selecting the track, and Copy, but
it's a lot of extra steps- Also having trouble with Workspace - draging files from workspace into a session
causes crashes.

This is a clean install I just did on the G5 - running 10.3.4
