A client has just started spec'ing "average RMS" values for output files. (It strikes be as a bit of a bodge of a spec, but I guess I'm just old fashioned.)
I use iZotope for LUFS metering, but can anyone recommend an inline plugin that does the equivalent for "RMS".

Can you clarify the question.
RMS is an average. Pro Tools can be set to RMS - iZotope has a large line of plugins you would need to be more specific.

It's all a bit vague at the moment and my client is trying to get clarification from the end client.
I think they're asking for each WAV's average RMS level to fall between an upper and lower limit. I've got a stand alone app that can measure that after the file is written, but as the output files can be upto an hour long, it would suit my workflow much better if I could do that with an inline plugin, like Izotope Insight.

A while back Waves gave out their VU Meter for free. It's a pity you didn't manage to get your hands on that at the time. Still, there's always sales I guess.
I used that for a while, but I've been since using bx_meter for a while. I like the form faster, it fits nicely where I like to put it, plus it has dynamics, phase correlation and mid-side monitoring to make it quite useful utility. |

The Dorough has a different ballistic feel designed for the LEDs. Needles move differently. At least thats the way it comes across to me.
They do seem like two different plugins with two different feels. |
