Default White noise on new audio tracks

I'm using Pro Tools MP9 version 9.0.5 with M-Audio Fast Track Pro in a Toshiba PC with Windows 7 64 bit. When I call up a new audio track and hit the record enable button, I get a lot of white noise, often enough so it pegs the meter into red. The only solution I've found for this is to back all the way out of the program and reboot, but now it's taking 3 or 4 reboots before I get a clean track to record with. I uninstalled and re-installed the program, but it didn't help. It was recommended I get a power conditioner, which I did, but it didn't help. Does anyone have any ideas?
