Default Plug-In Settings management

Looking for some assistance handling plug-in settings. What I'm looking for is some way of merging the factory settings folder with a user settings folder without having to copy and paste respective folders one at a time.

How can you merge a factory settings folder and a user settings folder into the Pro Tools Plug-In Settings folder?

Thanks guys, see I was wondering if plug-in settings can draw off two locations. Factory Settings at default location (\Common Files\Digidesign\DAE\Plug-In Settings and user settings drawn from a set root settings folder albeit save too.

I see you can also drag .tfx files from Workspace to Inserts. Any observations?
