iLok account does not have enough qualifying product licenses for upgrade
Just checked my ilok account.

PT10 to PT12 is $199 as its only the PT11 that is $99 so you got the wrong plan.

Your 9/10 license bundle is still activated on your iLok. As Christopher said, the $99 Upgrade Plan is for PT11 owners. Click "Info" next to the price and you'll see it states "Select this option to upgrade your copy of Pro Tools 11 to Pro Tools 12..."
