Default delivering a short movie beep or not beep

when delivering a short movie (or whatever else) is still used to provide 2 beeps at beginnings?
one frame long pure sine beep at -2 and -1 seconds?

the destination now would be simply some short movie festival where probably will be request a DVD or h264 file, but as "institutionally practice", it is still used?

I have never been given any file for a filmed project that included those beeps.
That being said, I've never delivered a final project... Only the audio portion.
However, in today's digital age, I somehow doubt you need it.

it's called a 2-Pop (aka, Sync Pop), it should line up with the 2 frame of countdown leader and there is only one (not 2) beeps, it is 2 seconds before the first frame of picture and/or sound of the program, if there is less than 2 seconds between it should be rejected by the QC person of the receiving party
there should also be a pop on the finish frame of the project with at least 5 second of silence and black between the last frame of picture and/or sound and the Finnish Frame, again less then 5 seconds of black and it should be rejected by QC

the pops are for checking Sync between the picture and sound, most modern digital film makers are to stupid to use them, they're simple and work.

Proper audio heads:
Film (per reel, adding 1hr per reel): 00:59:00:00 to 00:59:30:00 1k tone @ 0 VU/-20 dBFS, 01:00:08:00 2-Pop, 01:00:10 First frame of Pic and/or Sound

Video: 00:58:00:00 to 00:59:00 1k tone over bars @ 0 VU/-20 dBFS, 59:58:00 2-Pop, 01:00:00 First Frame of Picture and/or Sound

I could be wrong, but I don't think a 2 pop is necessary when delivering the movie to a film festival as a file or on DVD. They are used between audio and video editors to confirm sync, not for final delivery.

I do agree that using a 2 pop is a dying practice with newer editors these days. I get so many AAF/OMF's that are haphazardly put in the timeline randomly and I have no reference as to sync between audio and video. When audio and video begins at 01:00:00 and video is in black at that point, how do I know where first frame of video is? I end up importing audio from the video and lining up audio to that. An audio and visual 2 pop lines everything up. It's frustrating and most if not all younger video editors do not use it. I actually get complaints about what this "beep" is. They're lucky I don't request a 2 pop at the end as well...that one is really a dying practice.

^^^ THIS ^^^

Anybody who doesn't use them during post is asking for trouble and has no room to complain when their mix is delivered out of sync with their picture.
