Default Dragging audio files into Pro Tools creates duplicate tracks

Anyone noticing an issue where let's say you 18 drag audio stems from Finder into your Pro Tools timeline and Pro Tools creates 36 tracks from them (two tracks for each file)? On rare occasions it also duplicates the actual audio files in the Clips bin as well, but mostly the issue is just duplicate audio tracks.

This just started happening in Pro Tools 2018/2019. I've been using this method of create audio tracks from client stems since Pro Tools 7.4 and never had this issue until now. The work around I found is to drag the stems directly into the clips bin first, then drag the clips to the timeline to create the tracks. This prevents duplicates somehow.

SB: Another strange phenomena I've come across over the years is when certain clients send me stems, elastic audio is automatically enabled when I drag the audio files to the timeline and the audio is stretched to the session tempo automatically. I have disable elastic audio and discard changes for the audio to play at the correct speed. Anyone ever see this?

Could the interleave check box in session setup have affect?
