Editing Tools acting strange

sorry for this one, but I can't change the settings of the editing tools( grabber, zoom etc.) no more. When I click them the selector popup don't appear.
Any idea?

excuses, but honestly: I have RTFM several times....but I can't find anything on that

Just a shot here...are you holding the mouse button down when clicking on the editing tools or just clicking?
