Default 4dB drop in output, am I missing something?

I might not know enough about this topic but this is what's happening:

I put in a signal generator and set it's level to 0dB, the Master Fader level is 4dB lower and the signal gen is the only thing running. Shouldn't it be exactly the same level?!

What am I not getting here in all my amatuerity?

Yeah, I thought about the fact that a mono signals level might be a little higher than an "equally loud" stereo level or whatever. I assume that's what you're talking about. So I created a stereo signal gen and of course it matches levels. I had never known or though of that situation but I guess it makes sense.

if you create a mono track with pan (routed to a stereo bus or output), the level on the stereo-bus or output will be 3dB higher when fully panned left or right. this is pefectly normal for PT.
