Plugin Alliance haver their bx_control. It does a very similar thing but has a few extra handy features.

Its a CPU hog, but Ozone has a widener(and I think they offer just that part for cheap or free). Vitamin is another option, but I suspect the OP is trying to dump Waves stuff. Personally, I thought about it, but decided to just keep using what I own from them.

Yep, there's a free Izotope widener and the Ozone version can do multi band version of, which is very useful.
