Default OT-Treating MP3\'s

Ok, I gotta whole bunch of MP3's that need normalizing and toping and tailing.

Trouble is, these are for internet use and are encoded as low as 22kbs.

If I try and do this in Soundforge or Wavelab they won't let me save them at that low quality.

I just want to open the mp3, do the edting and save it as it was. Anyone know of a program that can do this?

ouch! - that must sound pretty bad! Anyway, I think that this is probably what you want - the Fraunhofer codec supports very low bit rates. There's a 30 day trail version.
