Default Anyway to have plugin window BEHIND Mix or Edit Windows

Title says it all.

Is it possible to have a plug in window OPEN behind the MIX or EDIT windows. This is what I want to do:

Open a plug-in that uses a lot of the screen real estate. I want to position it on the far bottom of the screen so I can see the dBfs meter within the plug-in. Then I want to move the EDIT window OVERTOP most of the plug in. But since it seems like plug-in windows are always on top i can't get this to work. Any thoughts PT users?

Or if anyone can send me a link to a *free* version of the dynamic range meter I wouldn't need to bother with this!
