The shortcut to toggle to next or previous playlist doesn't work

The shortcut to toggle to next or previous playlist doesn't work

The shortcut "SHift + up or down arrow" doesn't do anything and i have to manually go and switch select the playlist. Also, is there any way to view all the playlists to create a comp of MIDI takes on an instrument or MIDI track? can't find a playlist view mode.
