Default Eucon Windows BUG: some windows r stuck in background when Eucon running.

I have spent HOURS testing this issue, reinstalling windows 7 64 on multiple machines getting to the bottom of this.

This IS POSITIVELY an Avid Eucon BUG as this issue doesn't exist when Eucon is not running or is uninstalled.

On TWO different systems I have windows 7 64 Pro installed and are up do date, FRESHLY installed systems. I've reproduced this with NO other software installed, and with all my audio software installed.

BUG:

As soon as I install Eucon (EuControl_3.1_Win) and restart the system certain windows will fail to come to foreground when clicked. Hovering over said windows will interact with the windows "Aero" effects but clicking or dragging on said window will have no affect!

Reproduce Steps:
1) install windows 7 64 (for a fresh install repro case)
2) install Eucon 3.1 (note artist device is not connected, doesn't need to be)
3) restart
4) run REGEDIT
5) open a windows explorer window
6) click back and forth between the regedit window and the explorer window
---BUG: The Regedit window will not come to foreground, cannot be used.
---annoying workaround: click the regedit taskbar icon first to bring it to foreground
7) in the windows task bar "notification" area right click the "E" eucon icon and select exit.
8) retest from step 4 (may need to close and reopen the existing windows)
---Issue no longer occurs, Regedit can now be clicked to come to foreground.

Notes:
-reproduced on two completely different systems
-100% consistent repro

Regedit is not the only window affected, lots of other windows are affected making using the system extremely frustrating and slow since the user is forced to click the task bar icons to bring said windows to foreground.

Avid please fix this ASAP!
