PT is not streaming any bit rate. You may have some weird plugin as last in your chain that makes the stream, which some other streaming app receives and forwards, but PT will bounce to some sampling rate and some bit depth. And if you choose to make mp3 copy, in the bounce dialog you can choose the mp3 bit rate.
