Make really sure when it starts up it says the version you expect.

Is the license is on your physical iLok and you can see that using ILM?
It's not parked in your iLok account? or in the iLok cloud?
Regardless, try uninstalling and reinstalling ILM from a newly downloaded ILM installer from iLok.com
Esp. if this is costing you money/customer issues: I'd contact Avid support, you will have to buy an ASC if you don't have current support contract.
