Not at all. There's an equal number of amazing instruments available to ProTools. The difference is in the ergonomics and display. Writing and editing MIDI in ProTools takes more effort and it's less intuitive. Less helpful. You find yourself spending more time (and thought) trying to adjust your score in PT whereas Logic is more of an assistant with every action.

The opposite is true when we discuss audio. PT is very intuitive and helpful whereas Logic is clunky by comparison. Both are getting better. Slightly. And slowly. ProTools hasn't improved their MIDI implementation is a very long time.
