If it helps anyone I think I've found a solution. At least I've been working without issue for the last hour after doing this:
I've simply put
EVERY .exe on Avid and Pro Tools folders manually on windows firewall (Avid Video Engine, Helper, Pro Tools.exe, Inspector, Pro Tools QuickTimeServer, etc) blocking their connection. This way, at least, I don't need to cut connection for everything just because of Pro Tools
