Hi, welcome to the forum.

This could be anything, only thing I have are some initial thoughts:
Unable to save, makes me wonder if there is a drive format thing. HFS+ on one system and APFS on the other?
Mini migrated from video department. Maybe leftover stuff that is causing problems? MacOS upgrades on top of eachother? Drive format and clean install is always good for PT.
Shift on startup to disable plugins is good, but even better to pull out plugins from plugins folder, to check properly.
