None that I am aware of, but there will be a transfer fee of $25(assuming nothing else on iLok is going to be transferred). Alternately, you could give/sell the iLok and the old account(give the buyer the login info) and then moving forward, create a new iLok account for yourself(a bad idea if you own multiple iLoks, but if its only the one, it can make sense). Just make sure(in either case) that the 10 HD license is not tied to a combo(a license that opens 10,11 and 12).
